There was recently a commit on the Android app GitHub repository that seems to hint at the possibility to allow phones as linked devices (which are currently limited to the Desktop app or the iPad). It's something that is planned one day, but there is a lot of work to be done (as explained by a Signal Android dev a year ago on this beta thread on the community forum).
